Governing Bodies

KESH sh.a. is a joint-stock company fully owned by the Albanian State (represented by the Ministry of Infrastructure and Energy). It was established on October 17, 1995, and registered in the Tirana District Court by Decision No. 12728, dated November 6, 1995.

The General Assembly, based on Article 135 and subsequent provisions of Law No. 9901, dated April 14, 2008, "On Entrepreneurs and Commercial Companies," as amended, and the statute of KESH sh.a., is the highest decision-making body of the company. It is represented by the Ministry of Infrastructure and Energy.

In accordance with Law No. 9901, dated April 14, 2008, "On Entrepreneurs and Commercial Companies," as amended, and Decision No. 570, dated October 3, 2018, "On Supervisory Boards of State-Owned Joint-Stock Companies," the Supervisory Board of KESH sh.a., as a company operating in strategic sectors, is composed of six members. The members of the Supervisory Board are appointed by the Ministry of Infrastructure and Energy, acting as the General Assembly of the company.

Evis Mamaj

Evis Mamaj mban pozitat e Drejtorit të Drejtorisë së Buxhetit dhe Menaxhimit Financiar që nga 18 qershori 2019. Ajo ka një karrierë të gjatë në menaxhimin financiar, buxhetim, raportim financiar dhe kontroll të brendshëm, duke punuar më parë si Nëpunës Zbatues pranë shoqërisë Albcontrol sha dhe në Bashkinë e Tiranës.

 

Mamaj është diplomuar në Fakultetin e Ekonomisë, Universiteti i Tiranës, në Financë-Kontabilitet (2000). Ka përfunduar studime pasuniversitare si “Specialist i Lartë i Financës – Bankës” (2002) dhe ka marrë titullin “Kontabilist Publik dhe Audit” nga CIPFA në Mbretërinë e Bashkuar (2006). Në vitin 2021, ajo është certifikuar si “Auditues Ligjor” nga Instituti i Ekspertëve Kontabël të Autorizuar.

Arian Hoxha

Arian Hoxha është Këshilltar i Ministrit të Infrastrukturës dhe Energjisë në Shqipëri që prej vitit 2013, ku ka mbajtur pozita si Drejtor i Politikave të Zhvillimit për Industrinë dhe Drejtor i Njësisë së Menaxhimit të Projekteve për Rimëkëmbjen e Energjisë. Ka përfunduar studimet në Ekonomi për Industrinë dhe ka tre tituj pasuniversitarë në Administrim Biznesi, Menaxhim Projektesh dhe Ligj Biznesi i BE-së.

 

Ai ka përvojë në sektorët e energjisë, industrisë dhe shërbimeve sociale, duke kontribuar në reforma të shërbimeve sociale mbështetura nga Banka Botërore. Që nga viti 2004, Hoxha është pjesë e Programit të Monitorimit të Jashtëm të BE për ndërhyrjet në Ballkan dhe është bashkëthemelues i Qendrës për të Drejtat e Punës, e fokusuar në mbështetje për të drejtat e punëtorëve dhe zgjidhjen e mosmarrëveshjeve.

Kledia Ngjela

Kledia Ngjela mban pozitat e Drejtorisë së Përgjithshme Rregullatore dhe Përputhshmërisë në Infrastrukturë dhe Energji që nga viti 2019. Para kësaj, ajo ka qenë Sekretare e Përgjithshme pranë Ministrisë së Mirëqënies Sociale dhe Rinisë, si dhe pranë Ministrisë së Shëndetësisë. Ajo gjithashtu ka mbajtur postin e Drejtoreshës Juridike në Ministrinë e Mirëqënies Sociale dhe Rinisë.

 

Ngjela ka një karrierë të gjatë 25-vjeçare në fushën e legjislacionit dhe shërbimeve juridike. Ajo është diplomuar në Fakultetin Juridik, në degën drejtësi, dhe mban titullin “Master në Studime Europiane”. Gjatë karrierës së saj, ajo ka fituar eksperiencë në hartimin dhe harmonizimin e legjislacionit, këshillimin ligjor, si dhe monitorimin e impaktit të akteve rregullatore. Ajo ka përvojë në fushën e integrimit, koordinimit, marrëveshjeve dhe asistencës, si dhe në proceset e derregullimit, prokurimeve dhe koncesioneve

Ing. Luigj Pjetri

Ing. Luigj Pjetri ka studiuar për inxhinieri elektrike në HEC Vau Dejes (1969-1977). Ai ka kryer gjithashtu studime të avancuara dhe një master pasuniversitar në Universitetin e Tiranës. Me një karrierë që zgjat më shumë se 55 vjet, ai ka mbajtur pozita të rëndësishme si Drejtor i Ndërmarrjes së Shfrytëzimit të Energjisë në stacionet hidroelektrike (HEC) dhe ka punuar në pozita teknike në sektorin privat dhe publik.

 

Gjatë karrierës së tij, Pjetri ka menaxhuar ndërmarrje pilot të shpërndarjes dhe ka zbatuar programe të eficiencës dhe mirëmbajtjes në sektorin e energjisë. Ai gjithashtu ka vepruar si konsulent teknik për kompani private që fokusohen në menaxhimin e energjisë dhe zhvillimin e projekteve.

Përveç kontributit të tij profesional, ai ka marrë shumë nderime, përfshirë titullin “Mjeshtër i Madh i Punës” dhe medalje për kontributet në industrinë e energjisë. Pjetri ka marrë pjesë në trajnime ndërkombëtare dhe ka kontribuar në projekte të mëdha, duke përfshirë zhvillimin dhe mbikëqyrjen e projekteve hidroelektrike dhe fotovoltaike. Ai gjithashtu ka ndihmuar në menaxhimin e krizave dhe ka kontribuar në planifikimin strategjik për zhvillimin e sektorit të energjisë në Shqipëri.

Ylber Muceku

Prof. Ylber Muceku ka studiuar për gjeologji në Fakultetin Gjeologji dhe Miniera (1982-1987), Universiteti Politeknik i Tiranës. Gjatë viteve 1996-1997, ai ka kryer studimet e thelluara pasuniversitare për “Hidrogjeologji dhe Gjeologji Inxhinierike” në Fakultetin e Gjeoshkencave, Universiteti Eberhard Karls Tübingen, Gjermani. Ndërsa, nga vitet 2000-2005, ka punuar dhe ka kryer Ph. D. në Universitetin Politeknik të Tiranës në fushën e gjeologjisë inxhinierike dhe gjeoteknike.

 

Në vitin 2014, ai ka marrë titullin Asociate Profesor dhe në vitin 2021 është emëruar Profesor në Universitetin Politeknik të Tiranës, Shqipëri. Nga viti 2014 deri në vitin 2020, Z. Muceku ka qenë Përgjegjës i Departamentit të Gjeologjisë në Institutin e Gjeoshkencave, dhe nga viti 2020 e në vazhdim është drejtor i Institutit të Gjeoshkencave në Tiranë.

 

Prof. Muceku kryen kërkime shkencore në hartografimet gjeo-inxhinierike dhe gjeoteknike për zhvillime dhe planifikime urbane, rrëshqitjet e shpateve kodrinore dhe malore, vlerësimin e qëndrueshmërisë së shpateve, lëngëzimin e rërave, rreziqet gjeologjike, teknikat e përmirësimit të vetive fiziko-mekanike të dherave, gjeomorfologji, si dhe në vlerësime gjeoteknike të shesheve për ndërtime të objekteve inxhinierike si diga, autostrada, tunele dhe objekte social-kulturore.

Olta Manjani

Dr. Olta Manjani ka një eksperiencë të gjatë në fushën e ekonomisë, duke punuar si ekonomiste në Bankën e Shqipërisë nga viti 2008 deri në 2021, në Departamentin e Politikës Monetare. Ajo ka zhvilluar gjithashtu një karrierë pedagogjike si asistent pedagoge në Universitetin Tor Vergata të Romës (2020-2021) dhe pedagoge e jashtme në Universitetin e Tiranës, Fakulteti Ekonomik (2006-2007). Dr. Manjani ka qenë gjithashtu “visiting researcher” në Graduate Institute Geneva në Zvicër (2014-2015).

 

Ajo ka përfunduar studimet e doktoraturës në Bankë dhe Financë në Universitetin Tor Vergata të Romës (2018-2021), si dhe ka kryer studimet pasuniversitare në Williams College, Massachusetts, SHBA, si studiuese e Fulbright me Diplomë Master në Politikat Ekonomike të Vendeve në Zhvillim. Diplomën e saj të Bachelor-it e ka marrë në Universitetin Amerikan të Selanikut në Greqi, në Administrim Biznesi, me një minoren në Marrëdhënie Ndërkombëtare (2002-2006).

 

Dr. Manjani ka disa kualifikime në fushën e financës dhe ekonomisë nga institucione prestigjioze si Banka e Rezervës Federale të Nju Jorkut, Bundesbank në Gjermani, Instituti i FMN-së në Uashington DC dhe Joint Vienna Institute në Austri.

Evis Mamaj

Evis Mamaj has served as the Director of the Budget and Financial Management Directorate since June 18, 2019. She has a long-standing career in financial management, budgeting, financial reporting, and internal control. Previously, she worked as an Implementing Officer at Albcontrol sh.a. and the Municipality of Tirana.

Education:

Bachelor’s degree in Finance-Accounting from the Faculty of Economics, University of Tirana (2000).

Postgraduate specialization as a Senior Specialist in Finance and Banking (2002).

Certified Public Accountant and Auditor from CIPFA, United Kingdom (2006).

Legal Auditor certification from the Institute of Authorized Chartered Accountants (2021).

Arian Hoxha

Arian Hoxha has served as an Advisor to the Minister of Infrastructure and Energy in Albania since 2013. During this time, he has held positions such as Director of Development Policies for Industry and Director of the Project Management Unit for Energy Recovery.

Education:

Degree in Industrial Economics.

Postgraduate qualifications in Business Administration, Project Management, and EU Business Law.

Professional Experience:

Extensive experience in the energy, industrial, and social service sectors.

Contributed to social service reforms supported by the World Bank.

Since 2004, a member of the EU External Monitoring Program for interventions in the Balkans.

Additional Roles:

Co-founder of the Center for Labor Rights, an organization dedicated to supporting workers’ rights and resolving labor disputes.

Kledia Ngjela Member, Supervisory Board of KESH

Kledia Ngjela

Kledia Ngjela has served as the Director General of Regulatory and Compliance Affairs in Infrastructure and Energy since 2019. Previously, she held key roles, including Secretary General at the Ministry of Social Welfare and Youth and the Ministry of Health. She also served as the Legal Director at the Ministry of Social Welfare and Youth.

Experience:
With a 25-year career in legislation and legal services, Ngjela has extensive expertise in drafting and harmonizing legislation, providing legal advice, and monitoring the impact of regulatory acts.

Education:

Law degree from the Faculty of Law.

Master’s degree in European Studies.

Professional Skills:
Ngjela has significant experience in areas such as:

Legal integration and coordination.

Drafting agreements and providing legal assistance.

Processes related to deregulation, procurement, and concessions.

Ing. Luigj Pjetri

Ing. Luigj Pjetri studied electrical engineering at the Vau i Dejës Hydropower Plant (1969–1977). He also completed advanced studies and a postgraduate master’s degree at the University of Tirana. With a career spanning over 55 years, he has held significant positions, including Director of the Energy Exploitation Enterprise at hydropower plants (HECs), and has worked in both public and private sectors in technical roles.

Career Highlights:

Managed pilot energy distribution enterprises.

Implemented efficiency and maintenance programs in the energy sector.

Served as a technical consultant for private companies focused on energy management and project development.

Awards and Honors:

Earned the title “Master of Great Work” for his professional contributions.

Received medals for his work in the energy industry.

International and Technical Contributions:

Participated in international training programs.

Contributed to the development and supervision of major hydropower and photovoltaic projects.

Assisted in crisis management and strategic planning for Albania’s energy sector.

Ylber Muceku

 

Prof. Ylber Muceku studied geology at the Faculty of Geology and Mining (1982-1987) at the Polytechnic University of Tirana. Between 1996 and 1997, he pursued advanced postgraduate studies in Hydrogeology and Engineering Geology at the Faculty of Geosciences, Eberhard Karls University in Tübingen, Germany. From 2000 to 2005, he completed his Ph.D. in Engineering Geology and Geotechnics at the Polytechnic University of Tirana.

Academic Achievements:

Awarded the title Associate Professor in 2014.

Promoted to Professor in 2021 at the Polytechnic University of Tirana.

Leadership Roles:

Head of the Geology Department at the Institute of Geosciences (2014-2020).

Director of the Institute of Geosciences in Tirana (2020–present).

Research Contributions:
Muceku conducts scientific research in the following areas:

Geo-engineering and geotechnical mapping for urban development and planning.

Assessment of slope stability and mitigation of landslides in hilly and mountainous areas.

Soil liquefaction and evaluation of geological hazards.

Techniques for improving the physical and mechanical properties of soils.

Olta Manjani

Dr. Olta Manjani has extensive experience in the field of economics, having worked as an economist at the Bank of Albania from 2008 to 2021 in the Monetary Policy Department. She has also pursued an academic career as an assistant lecturer at Tor Vergata University in Rome (2020-2021) and as an external lecturer at the University of Tirana, Faculty of Economics (2006-2007). Additionally, Dr. Manjani was a visiting researcher at the Graduate Institute Geneva in Switzerland (2014-2015).

Education:

Ph.D. in Banking and Finance from Tor Vergata University, Rome (2018-2021).

Fulbright Master’s Degree in Economic Policy of Developing Countries from Williams College, Massachusetts, USA.

Bachelor’s degree in Business Administration, with a minor in International Relations, from the American College of Thessaloniki, Greece (2002-2006).

Professional Qualifications:
Manjani has attained numerous qualifications in finance and economics from prestigious institutions, including:

Report on environmental indicators monitoring at HEC Vau i Dejës, HEC Koman, and HEC Fierza.

To fulfill point 3.1 “Environmental Monitoring” of the ESAP (Environmental and Social Action Plan) under the agreement signed between KESH sh.a. and the European Bank for Reconstruction and Development (EBRD), the monitoring of environmental indicators at KESH’s production units was carried out by the Environmental Monitoring Center, based on contract 3630/10 dated 24/10/2022 for the monitoring of environmental indicators at the three production units of KESH.

Emergency Preparedness Plans

Based on Law No. 8681, dated 02.11.2000 “On the Design, Construction, Use, and Maintenance of Dams and Reservoirs,” Law No. 8756, dated 26.03.2001 “On Civil Emergencies,” and Decision No. 147, dated 18.03.2004, KESH sh.a. has developed Emergency Preparedness Plans in accordance with the regulations for dam safety, Article 28, approved by Decision No. 147, dated 18.03.2004.

These plans were developed in collaboration with local and international experts (GNF, Spain) and in compliance with the recommendations of ICOLD and international standards.

The Emergency Preparedness Plans include:

  1. Technical Reports along with their respective annexes.
  2. Organizational schemes for emergency actions in 4 possible scenarios.
  3. Flood maps that could occur in the Drin-Buna watershed area during the operation of the HECs of the Drin River cascade (Fierza, Koman, and Vau i Dejës) or damage to their dams.

Furthermore, with the technical assistance of GIZ, flood zone maps have also been prepared for cases of full dam releases with a recurrence once in 100 years and once in 1,000 years. These maps, in accordance with the regulations for dam safety and reservoirs, have been prepared at a scale of 1:25,000.

The Emergency Preparedness Plans elaborate and define for each possible emergency scenario (due to the operation and management of the HECs of the Drin River cascade under large inflow conditions, earthquakes, or possible dam failures), the duties and organizational schemes for timely notification by the institutions involved in the civil emergency response and management process.

Code of Ethics

The code of ethics of KESH sh.a. is an integral part of the company’s general work regulations and represents a comprehensive summary of the values and principles that should guide the daily work of KESH staff. This code requires employees working at KESH sh.a. to adhere to the highest standards of ethical behavior, in accordance with values of integrity, impartiality, and prudence.

Employees of KESH sh.a. are encouraged to work with passion and professionalism to achieve the highest and most sustainable results. They must act with integrity throughout their official activities and avoid any behavior that might present the employees or KESH in a negative light.

KESH, with its democratic and professional character and its respect for diversity, directs its staff to act with tolerance, sensitivity, respect, and impartiality towards the culture and profession of others, who may not share the same views. For KESH staff, integrity should be understood as synonymous with honesty, correctness, fairness, and loyalty to their work and the institution.

On the other hand, KESH responds to any abusive behavior, which would be considered offensive to the environment or specific individuals. KESH employees must fulfill their duties competently and impartially, applying high professional standards in performing their tasks and taking responsibility for the materials they prepare.

Health and Safety

The responsibilities of the Albanian Power Corporation (KESH) for occupational health and safety are in compliance with state regulations and norms established in the Technical Safety and Operation Regulation for Electrical Plants, Equipment, and Installations. In accordance with this regulation, KESH has made its own provisions within its organizational structure, integrating the relevant functions at both the Central and Production Unit levels.

The objective of the occupational health and safety management system is to increase the safety of employees in the workplace and to protect the health and well-being of both employees and other individuals (the public) who may be exposed to the risks associated with the activities of the Albanian Power Corporation.

The main risks to which KESH employees working directly in electricity generation plants are exposed include mainly electrical shocks, explosions from pressurized equipment, falls from heights, exposure to chemical, biological, and carcinogenic substances, noise, mechanical vibrations, electrostatic fields, ionizing and optical radiation, etc.

The Technical Safety and Health Protection Regulation stipulates:

  • Risk assessment and taking necessary measures (tools and competent staff) to train employees in work safety and protection, including the provision of qualified first aid and transport to the nearest hospital center.
  • Ensuring the availability of work tools, equipment, and protective clothing for employees (certified according to safety IP standards) and ensuring appropriate conditions in the workplace (ventilation, heating, sufficient lighting, furnishings, etc.).
  • Preparation and installation of signage to inform employees about maintaining health and safety at work.
  • Providing employees with accident insurance at work, including road accidents when traveling to the workplace, and for those affected by occupational diseases.
  • Recording and reporting workplace accidents, professional diseases, and dangerous situations that may occur.
  • Assessing the risk of employee injury from hazardous substances and placing warning signs and applying the relevant regulations recommended by their suppliers.

While the knowledge and implementation of technical safety and health regulations at work is a permanent duty of KESH employees, the management of the Occupational Health and Safety System also involves continuous improvement and increasingly qualified service to employees in line with current requirements.
