The Contracting Authority KESH sh.a will develop the publishing/publication procedure for 2 (two) calls for expressions of interest on the company’s website. These publications must be published on a website of an international newspaper/magazine, which has an editorial focus on economic, commercial and business issues and with the object: 1) “REQUEST FOR EXPRESSIONS OF INTEREST FOR THE SUPPLY OF HEAVY FUEL OIL FOR ELECTRICITY GENERATION ” with an extension of publication for a period of 9 (nine) days and 2) “REQUEST FOR EXPRESSION OF INTEREST FOR LONG TERM FORWARD CONTRACT” with an extension of publication for a period of 20 (twenty) days, in English on the page of the internet (website) of an international newspaper/magazine, which has an editorial focus on economic, commercial and business issues.
The need for publication: Pursuant to the internal decision-making of the company KESH sh.a, the Media Commission must take measures to publish these calls and on an online page of an international newspaper/magazine, which has an editorial focus on economic, commercial and business issues
Frequency of advertisement display: Publication for a period of 9 (nine) days for the announcement: “REQUEST FOR EXPRESSIONS OF INTEREST FOR THE SUPPLY OF HEAVY FUEL OIL FOR ELECTRICITY GENERATION” and publication for a time period of 20 (twenty) days for the notification: “REQUEST FOR EXPRESSION OF INTEREST FOR LONG TERM FORWARD CONTRACT”.
Content: Publication/publication of 2 (two) calls for expression of interest as object on the website (website) of an international newspaper/magazine and in English;
Defined limit fund: 11,000 euros (eleven thousand euros) euros;
The deadline for submitting confirmations from mass media bodies/specialized agencies is until dt. 02.03.2023, at 15.00, to the email address of the responsible person SeviL@www.kesh.al.
Confirmations: Taking into account that the publication will be made in one of the international press bodies as well as the specified deadlines, confirmations will be made to the email address: SeviL@www.kesh.al. Also, confirmations must come in a single day, through the official email address of the media agency or media body, otherwise they will be rejected. Confirmations must be in English.
Therefore, you are requested to submit your confirmations to our contracting authority.
The legal documentation that must be submitted as a qualifying criterion:
- Extract from the relevant authority, certifying that the operator carries out this commercial economic activity.
- Document certifying that the economic operator has settled the fiscal obligations for the year 2022.
Selection and evaluation of offers:
Selection of offers according to point no. 7 and 12 of VKM no. 1195 dated 05.08.2008
• The impact factor is evaluated with 50 points:
The impact factor is the extent to which the article/announcement will be accessed by people who may show interest, due to the circulation and information conveyed by the periodical.
• The lowest economic offer of the operator is evaluated with 50 points.
The economic offer will be presented in EURO.
Bidders have the right to participate in the bid evaluation process through their representatives or authorized persons.
Offers must be sent from the official email address of the media agency or press organ, with an electronic signature from a company representative and will be sent to the email of the person responsible for this procedure SeviL@www.kesh.al and will be submitted to the commission “For advertising , broadcasts and media publications in KESH sh.a.” on the specified date and time.
The Commission will not accept any offer which will be submitted beyond the set deadline and not in accordance with the above requirements.
